Any support for Ukraine by foreign countries must have one requirement - the Ukrainian government must take efforts to minimize victims among civilians. Not just saying how much they care but real reports of actions taken, red cross observers etc.
So far Ukrainian government just don't care.
If western countries want to give weapons they also have to send humanitarian consultants. Without doing so, this is just a warmongering
